Knowledge Panel signals means Wikidata fully populated, schema markup deployed, and the panel itself verified and managed where Google permits. Baseline monitoring means IMPACT™ on the name and priority queries, AIQ™ with at least one topic running, and WikiAlerts™ if a Wikipedia article exists. None of these is expensive; what is expensive is not doing them and then needing them on no notice.
